Construction worker in charge of blackout area of Hillvale.

Long Bio

Sam is a passing character, a construction worker in charge of making repairs for the blacked-out part of Hillvale during the riots. He is well-mannered when addressing Kwan and Kajo about a broken fluorine power core. Kajo puts him and the rest of the crew in awe after repairing it single-handedly and they stop him to ask when he will declare as Namika, telling him Hillvale needs him. They seem disappointed that he does not profess any wish to declare.
